Work Permit Point Scoring Policy
Updated – 1st Jan 2022, Shanghai as an experimental unit, will start the new “Work Permit” policy from 1st April 2017 onwards. The previous “Foreigner’s Employment Permit” and “Foreign Expert Certificate” will be combined into one named “Foreigner’s Work Permit” (FWP), which will be managed by the foreign expert bureau.
The new policy will divide foreigners who work in China into 3 categories. Class A, Class B, and Class C. You have to reach at least Class C in order to apply for your FWP and working residence permit (which are the necessary documents to work legally in Shanghai). Please check the following criteria of Class A, Class B, and Class C to know which category you belong in.
Criteria for Class-A Work Permit:
The most common criteria for applying Class-A work permit are as follows:
- Salary of over 600,000 RMB/year, not less than 50,000 RMB/month; the monthly actual taxable income is not less than 45,000 RMB, and pay Personal Income Tax on that amount.

If you are not qualified for a Class-A work permit, then please check if you are qualified for any of the following Class-B criteria:
B1. You have a Bachelor’s degree and 2 years of full-time work experience after graduation.
B2. You work in the tech industry and your salary is equal to or over 4 times Shanghai’s average wage (e.g., in the year 2020, the average monthly salary is 33,334 RMB, the government will check your income tax receipt in the following year).
B3. You are a foreign language teacher in China. You have a Bachelor’s or higher degree and 2 years of full-time teaching experience (if your major is Education, Language or Teaching or if you have a recognized TEFL certificate, then 2 years of full-time teaching experience can be exempted).
B4. Personal comprehensive quality – score over 60 points, details of score sheet are as below:
If you are not qualified for a Class-B work permit, check if you are qualified for any of the following Class-C criteria:
C1. Graduated from a university in Shanghai (or a fresh graduate from top 500 overseas universities) within 2 years and have a Bachelor’s degree. Employed by a company registered in Shanghai Free Trade Zone (FTZ) /Zhang Jiang National Innovation Demonstration Zone /Lingang Special Area /Hongqiao Central Business District /any of the 5 new towns (Jiading, Qingpu, Songjiang, Fengxian and Nanhui) or to be employed by any company included in Shanghai Sci-tech Innovation Occupation List.
C2. Graduated from a university in China (or a fresh graduate from top 500 overseas universities) within 2 years and have a Master’s degree or higher (average score not lower than 80/100 or B+/B). Employed by a company registered in Shanghai.
C3. French Intern <1000 plan as internship> or German intern <DIHK program> in Shanghai company. (internship period of less than 6 months).
